Board of Education

The Youngstown City School Board of Education meets in regular session at 5:30 p.m. the second and fourth Tuesday of each month. During the summer, regular meetings begin at 4:30 p.m. the second and fourth Tuesday of the month. Meetings are in the Commons Area of Choffin Career and Technical Center, 200 E. Wood St.

The mission of the Youngstown City School District Board of Education is to provide responsible public policy and to practice effective and efficient governance of ALL resources to promote teaching and learning excellence that enable ALL students to successfully achieve.

Ronald Shadd is serving his second term as a Youngstown City School District Board of Education member. He has been elected as the 2021 Board of Education President. As President, some of his goals are to advocate for student achievement and advanced educational course offerings, reinstate STEM programming, provide quality support to students and families, and align students with post secondary educational and employment opportunities.

He is a third generation, lifelong citizen of Youngstown, Ohio.  He attended Youngstown City Schools graduating from Chaney High School, received a Bachelor of Arts degree  from Thiel College majoring in Psychology and Philosophy, and a Master’s Degree from YSU in Health and Human Services.

In 2020, Thiel College awarded him with the 2nd Annual Rev. Dr. Martin Luther King Jr. Community Service Award for his work in the Youngstown City School District and advocacy to address inequalities in the Ohio’s public education system leading to state takeovers.

A sense of community and assisting others with their goals and dreams drove Ronald to work within disadvantaged communities. Growing up in Youngstown aligns one with grit to do your part to change the world. Ronald finds inspiration in the words of Kahlil Gibran, “Work is Love made Visible.”

Ronald’s professional endeavors include 15 years with Head Start as a social service and fatherhood coordinator, 8 years of workforce development and labor union experience.

He has served on countless Boards and Advisory Committees such as: YSU University Diversity Committee, Youngstown Office on Minority Health, Alliance for Congregational Transformation Influencing Our Neighborhoods, Eastern Ohio Area Health Education Center, Community Mobilization Education Coalition, and  the Youngstown Warren Black Caucus

Tina Cvetkovich is a lifelong resident of Youngstown, Ohio. She attended East High School and graduated in 1988.  She graduated from Youngstown State University with a Bachelor’s Degree in Social Work in 2012. 

Tina is a part-time Board Of Elections employee. She is a Member of the Community Leadership Coalition on Education. Tina is also a Community Activist/volunteer on the school reform. She is a recovery advocate, works with the Criminal Justice issues in the community, and with The Martin Luther King Criminal Justice Task Force. Tina is employed at Mahoning County Children Services, as their first Family Peer Mentor working with families with Substance Use Disorder under the Ohio Start Model.

Tina has been married to George Cvetkovich for 16yrs. Tina has 3 children, Mrs. Jeanine Runyon-Belfiore, William Schoolcraft and Skyann Cvetkovich. All of which graduated from Chaney High School.   She also has 5 grandchildren.  Grandson Christopher 12 who attends REC, granddaughter Selena 7 who attends Volney Rogers Elementary School, grandson David 4, new granddaughter Anastasia 1 week old, and Grandson Colton due to arrive in 30 days.

Current term to 2021: Serving her second term on the Board. She served on the Finance/Business/Non-Certificated 
Committee, the Curriculum/Extra Curricular/Sports Committee and chaired the Board policy committee.

Mrs. Adair is a proud member of Alpha Kappa Alpha Sorority Inc.,Epsilon Mu Omega graduate Chapter of Youngstown. She pledged Delta Delta undergraduate chapter at Youngstown State. 

Mrs. Adair has spent the last 20 years working as a substitute teacher in various school districts, including Youngstown City. She also worked more than 10 years as a supervisor and general foreman in the mail processing department of the U.S. Postal Service, Youngstown, Ohio.

She also has taught and tutored young adults who were working on their G.E.D.s. Mrs. Adair is the widow of Ronald G. Adair and the mother of two (2), Dr. Regina M. Adair-Blackwell who practices in Fort Wayne, Indiana and Ronald A. Adair who is currently working on locating a grocery stores in Youngstown and Anderson, Indiana. Dr. Adair and Brent Blackwell have two children, Sydney and Samantha.

Brenda Kimble is serving her third term as a member of the Youngstown City School Board of Education. She was the longest-running President of YCSD serving from 2015 thru 2020 and was positioned as Vice President and chaired numerous Board Committees.

Mrs. Kimble graduated from Chaney High School and is the mother of four children who were also graduates of Chaney and has two stepsons.  She is the grandmother of seven children one who graduated from Chaney and two who are presently in the system.  Dedicating over 30 years as a volunteer in YCSD she served with various programs. During her tenure, Brenda helped to usher in new and innovative programs such as the Visual Performing Arts, STEM, and Discovery School initiatives, which offered Spanish, music, arts, dance, and Three-D Printing to students. Choffin Career and Technical Center gained the Fire Fighters and the Videography programs, and a Three-D Printing program that gave the students the opportunity to earn $12.00 per hour while creating parts used for production. Mrs. Kimble presently serves on the North East Ohio School Board Associations Executive Committee representing the Mahoning County and various committees within the organization.

She is a member of the OSBA Black Caucus Executive Board and has served as a member of the National School Boards Association - CUBE and other committees. She was awarded the 2017 School Board Member of the Year by OSBA and was recognized by the Vindicator as one of the Top Ten Most Influential People in the community and a member of the Community Leaders Coalition on Education.

She also serves on the Executive Board of the Youngstown Warren Black Caucus as the Legislative Liaison for Mahoning County. Brenda has become a courageous advocate for Public Education, shown with her challenge of House Bill 70 which aims to revoke Voters’ rights and dissolve public education.

Mrs. Kimble attends the Third Baptist Church formally under the direction of the late Rev. Dr, Morris W. Lee. She serves on the Nurses Guild, Cradle Roll, the Mission, and Angel Tree Ministries, as well as being the Girl Scout leader of Troop 80182. Brenda is also a Preschool Sunday School Teacher, the assistant leader of the Fairgreen Youth Grow Green Garden, and serves on the Executive Board of the 100 Plus Foundation.

 Tiffany Denise Patterson, MBA, is a 1990 graduate from South High School where she was Vice President of her senior class. She has more than 23 years of experience working in the media. She was employed as a News Producer and Web Producer at WFMJ and WKBN both in Youngstown, where she won an Honorable Mention Associated Press Award for Best Producer. She also worked at WAVY-TV 10 in Portsmouth, VA and at WOIO-CBS 19 in Cleveland, OH. 

 Ms. Patterson earned a Bachelor of Fine Arts degree in Telecommunications from Youngstown State University in 1996 and graduated from the University of Phoenix in 2010 with a Master of Business Administration. 

 Tiffany’s love for kids and their education has always been one of her passions. She’s been a certified basketball referee in the State of Ohio for more than 15 years.  Her drive to help students continued when she was hired as an Adjunct Faculty member at Eastern Gateway Community College’s Youngstown Campus in 2013.

 After working at CBS 19 for 11 years, the former East High School Freshman Volleyball Coach seized the opportunity to work closer to home where she can continue to serve her community.  

 A member of Delta Sigma Theta Sorority, Inc. since 1994, Tiffany currently serves on the organization’s scholarship committee as well as South High School’s 1990 Class Reunion planning committee. Tiffany is a member of the financial ministry at Greater Friendship Baptist Church where she is a lifelong member.

 Tiffany is the proud mother of two children and has two grandchildren.

 Tiffany is in her first term on the school board and chairs the Athletics Committee. She is working to bring a fresh perspective to the YCSB as she assists fellow members as well as Youngstown City Schools leadership and teachers. My goal is to transform our schools throughout the district and influence education policies that positively affect our students while accomplishing real change in our school system.

Juanita Walker Juanita Walker

Juanita has lived in Youngstown, Ohio, all of her life, graduating from The Rayen High School in 1996, Home of the Tigers.


Juanita was elected to the Youngstown City Board of Education in November 2019. 

Juanita is enjoying her service and feels that she has already learned a great deal and is excited to see what the future has in store.

She chairs the board's Human Resources Committee and serves on the Policy and Athletic Committees. She's also the board's education liaison.
